Stage 1

Planning, procurement and construction activities were undertaken between October 2008 and October 2009, including trackwork, signalling, civil works (retaining walls, earthworks, bridges etc) and service relocations across the length of the project (36km), and station improvement works. Although some major works were suspended in October 2009, construction continued on high priority works such as stations, service relocations and design.

Stage 2

Major works re-commenced in September 2010 for construction of the freight line from Enfield West to Leightonfield incorporating associated civil, track and signalling works, Sefton Dive excavation and pump station installation, major service relocations (including HV), Sefton Triangle bridge construction and Enfield West and Sefton signal commissioning. Other works include Liverpool civil works, Casula Access road construction, Campbelltown civil works, Glenlee Junction signal commissioning and station improvement works. The majority of the work will be completed in 2011 and all works will be completed in the 1st Quarter of 2012.

Stage 3

Expected to commence in late 2011. Construction activities will include the completion of the new freight line from Leightonfield to Glenlee Junction incorporating associated civil, track and signalling works, construction of Glenfield Flyover and SSFL final signal commissioning. Civil works incorporate earthworks, drainage, bridges, culverts, retaining walls, cable routes, fencing, access roads and landscaping. These works are due for completion in the 1st Quarter of 2013.

The benefits as a result of this project include:

  • A dedicated freight line connecting southern freight to the Sydney freight terminals and ports
  • Remove current operational constraints between passenger and freight trains during peak periods
  • Improve freight service and reliability to Sydney and Melbourne customers
  • Eliminates the effects of potential disruptions to the passenger network
  • Reduces road traffic

The SSFL will be constructed under a number of discrete contracts. The contracts will be arranged on a work type and/or geographic extent. The key packages for construction comprise of the following activities:

  • Formation construction – earthworks and retaining walls
  • Bridges and major culverts
  • Construction at stations
  • Track construction
  • Signalling and communications

The entire construction program is expected to take approximately 18 months with significant overlap between the construction packages.

ARTC has engaged a Construction Management Team to manage and coordinate the activities of the various contractors.
